The Division of Police shall be composed of a Chief and such officers, patrolmen and other employees as may be authorized and provided for by ordinance of Council. In case of riot or similar emergency, the Mayor may appoint additional patrolmen and officers for temporary service, who need not be in the classified service and subject to such rules and regulations as Council may prescribe.
