(a) No person shall sell, barter, offer for sale or expose for sale at retail or wholesale, ice cream, ice, popsicles or other related foodstuffs of any description for human consumption, upon vacant lots or other tracts of land, or from place to place or house to house, without having procured from the Director of Public Safety a written license.
(b) Each applicant at the time of making application for a license as required by subsection (a) hereof, shall file with the Director a statement in his own handwriting, upon forms furnished for that purpose, setting forth a general description of the article sold under such license.
