Department of Police
EDITOR'S NOTE: This chapter was previously titled Police Department. Ordinance 2058, passed March 12, 1984 (codified as Sections 240.01 through 240.07), however, changed the name of the Department to the Police Division. This chapter was further amended by Ordinance 2832, passed April 26, 2004, which references the Department of Police.
   This chapter, previously a codification of Ordinance 1308, passed March 24, 1958; 1524, passed October 12, 1964; 1537, passed June 14,1965; 2029, passed March 14, 1983; and 2034, passed March 28, 1983, was re-enacted in its entirety by Ordinance 2058, passed March 12, 1984.
   Because of the frequency of change, provisions relating to compensation, benefits and other incidents of employment are not codified. Copies of the latest relevant legislation relating to the same, including, inter alia, call-in, court time, stand-by and premium pay compensation, uniforms, medical insurance, vacations, holidays, training, liability insurance, employment related education, sick leave, personnel files, injury leave, layoffs and recall, may be obtained, at cost, from the City Clerk.

242.01  DUTIES; COMPOSITION.
   The Department of Police shall preserve the peace, protect persons and property and obey and enforce all ordinances of the City and all criminal laws of the State and of the United States. The Division shall also provide for the general welfare of the residents of the community and carry out other duties as prescribed by the Director of Public Safety. The authorized strength of the Department can be up to thirteen full-time police officers, including the Chief, up to fifteen part-time paid police officers, and sufficient members of the Auxiliary Police to carry out the purpose of the Department.

242.02  CHIEF OF POLICE.
   There shall be a Chief of Police who shall be responsible to the Director of Public Safety. The Chief shall have control of the stationing, transfer and duties of all patrolmen and other officers in the Police Division under such rules and regulations as the Director prescribes.

242.03  EXECUTIVE POLICE CAPTAIN.
   There is hereby established the position of Executive Police Captain within the Police Division. There shall be a maximum of one Executive Police Captain at any one time within the Division.

242.04  POLICE SERGEANT.
   There is hereby established the position of Police Sergeant within the Police Division. There shall not be more than three Police Sergeants at any one time in the Division.

242.05  AUXILIARY POLICE.
   There is hereby established within the Department of Police an Auxiliary Police Unit. Members of the Unit shall be appointed by the City Manager and shall be directly responsible to the Chief of Police or his or her designated representative. Service of members of the unit shall be unpaid and voluntary.  Members of the unit may maintain their commission with the City of Geneva until such time as the City Manager shall permit.

242.06  REQUIREMENTS FOR APPOINTMENT.  (REPEALED)
   (EDITOR'S NOTE:  Section 242.06 was repealed by Ordinance 2170, passed December 28, 1987.)
242.07  COMPENSATION.
   Compensation for employment, including wages and fringe benefits for members of the Division of Police, shall be determined by ordinance of Council.

242.08  AUTHORITY OF POLICE CHIEF RE PERSONNEL.
   Duties, responsibilities and assignments of all individuals within the Division of Police shall be as determined by the Police Chief with the approval of the Director of Public Safety.

242.09  APPOINTING AUTHORITY.
   Appointments within the Division of Police shall be made by the City Manager.
