(A) The Director of Law shall be an attorney at law admitted to practice in the State of Ohio. The Director shall be the legal advisor of and attorney and counsel for the City, and shall advise, counsel, and prepare proposed legislation at the direction of any member of any board or commission of the City, in matters relating to their official duties. The Director shall prepare or direct the preparation of all contracts, bonds, and other instruments in writing in which the City is concerned and shall endorse on each his or her approval of the form and correctness thereof. The Director shall appoint such number of assistants as Council may authorize and assign their duties. The Director of Law is authorized, solely and within his or her sound discretion and within the annual appropriation, to engage such outside counsel or experts as from time to time may be necessary to effectively represent the City.
(B) The Director of Law shall be responsible for the prosecution of all cases brought before the Municipal Court and shall perform any other duties prescribed by this Charter, by ordinance, or by general law.
(C) The Director of Law shall prosecute or defend for and on behalf of the City, all complaints, suits and controversies in which the City is a party, and such other suits, matters, and controversies as the Director shall by Council be directed to prosecute or defend. The Director of Law, in the defense or prosecution of litigation to which the City is a party, and in the exercise of his or her professional judgment, shall take all steps necessary and shall advise and consult the Council and the Mayor regarding the status and pending resolution of the litigation. Subject to the direction of the Mayor, the Director of Law is authorized to execute such documents on behalf of the City as necessary for the resolution of such litigation.
(D) Council or any member of Council, the Mayor, the director of any department, or any officer, board, or commission not included within a department, may request the opinion of the Director of Law upon any question of law involving their respective powers or duties.
(E) In addition to the duties imposed upon the Director of Law by this Charter or required of him or her by ordinance, the Director shall perform the duties that are imposed upon city directors of law by general law, beyond the competence of this Charter to alter or require.

The Mayor shall appoint three electors of the City as a Civil Service Commission to serve for a term of six years, except that of the three appointed for the terms beginning January 1, 1952, one shall be appointed for a term of two years, one for a term of four years, and one for a term of six years.
The Mayor shall fill any vacancy in the Commission for the unexpired term. The Civil Service Commission shall designate one of its members as President and shall appoint a Secretary, who may be a member of the Commission, and such other employees as may be necessary. The Council may make the necessary appropriations to carry out the Civil Service provisions of this Charter.
The Civil Service Commission shall provide by rule for the ascertainment of merit and fitness as the basis for appointment and promotion in the service of the City as required by the Constitution of Ohio, and for appeals from the action of the Mayor in any case of transfer, reduction, or removal. The action of the Commission on any such appeal shall be final except as otherwise provided by the Laws of Ohio. Civil Service examination shall not be required for the appointment of any member of a board or commission, or any head of a department other than the Police Department or Fire Department, or any assistant to a director, or any secretary to the Mayor or to the head of any department, or any assistant to the Mayor, or for temporary appointments or for unskilled laborers, or for appointment to any other office or position requiring peculiar and exceptional qualifications. The Civil Service Commission may provide by rule for the extension of the one-year probationary period for Police and Fire Department employees for a period not to exceed three years. Nothing herein contained shall affect the present status of any employee of the City now under Civil Service. Except as herein provided, the Civil Service Commission shall determine the practicability of competitive examination for any nonelective office or job classification in the service of the City. The Director of Finance shall make records of salary or compensation to any person holding a position in the classified service available for audit by the Civil Service Commission. Any sums paid in error as determined through such audit may be recovered by the City.

The Mayor, the Chairman of the Council Finance Committee, or the Chairman's designee from among the members of Council, and the directors of the several departments, established either by this Charter or by ordinance, shall constitute a Board of Control. The Mayor shall be ex-officio President. The Director of Finance shall be Secretary. The Board shall keep a journal of its proceedings. The voting shall be taken by "yeas" and "nays" and entered in the journal, and the vote of a majority of all of the members of the Board shall be necessary to adopt any question, motion, or order. All meetings of the Board shall be open to the public. The Council of the City of Euclid shall establish minimum expenditure levels requiring approval by the Board of Control. The Board shall have such further powers and perform such further duties as shall be prescribed by ordinance.
The City Planning and Zoning Commission shall consist of five electors of the City not holding other Municipal office, to be appointed by the Mayor for a term of six years, except that of the five appointed for the terms beginning January 1, 1952, two shall be appointed for a term of two years, two for a term of four years, and one for a term of six years. A vacancy occurring during the term of any member of the City Planning and Zoning Commission shall be filled for the unexpired term in the manner authorized for an original appointment.
The City Planning and Zoning Commission shall have such powers and duties as shall be conferred upon it by ordinance of the Council concerning the plan, design, location, removal, relocation, and alteration of any buildings or structures owned by the public or located on public streets or public property; the location, relocation, widening, extension, and vacation of streets, parkways, playgrounds, and other public places; the approval of plats for the subdivision of land; and the zoning of the City for any lawful purpose or purposes. Any and all items pertaining to planning and zoning, whether public or private lands are involved, are to be presented to the Planning and Zoning Commission for consideration prior to any final, formal approval by Euclid City Council.
