Except as limited by the Laws of Ohio relating generally to budgets, appropriations, deposits, expenditures, debts, bonds, contracts, and other fiscal matters of a municipality or as otherwise provided in this Charter, the Council shall have the power and authority to provide by ordinance for the exercise of any fiscal power of the City.
