Upon satisfactory fulfillment of requirements, there shall be issued to the applicant a taxicab driver's license which shall contain the photograph and name of the licensee. Any licensee who defaces, removes or obliterates any official entry made upon any license shall have his or her licenses revoked. Licenses shall be issued as of December 1 in each and every year, and shall be valid to and including November 30 next succeeding, unless previously revoked.
When an extraordinary public emergency arises affecting transportation of the public upon streets within the City, the Police Chief may issue, upon such terms and conditions as he or she shall provide, temporary permits which shall in no event be granted for a longer period than thirty days and which may be renewable for similar periods from time to time as may be necessary, upon the written recommendation of the Mayor.

The Police Chief shall issue a license certificate bearing the photograph of the licensee, to each person licensed as the driver of a public hack. Such license certificate must, under penalty of suspension of license, or revocation, be conspicuously displayed at all times in the vehicle operated by such licensee and in the manner required by the Chief.
Such certificate shall be of such form and design as the Chief shall prescribe, provided, however, that in the case of drivers licensed by any other municipality in Cuyahoga County, no badge or license need be issued to or displayed by the driver, it being sufficient for him or her to display in the manner required herein his or her badge or license furnished by such other municipality.

The Police Chief may renew taxicab drivers' licenses from year to year, by appropriate endorsement thereon. A driver, in applying for a renewal of his or her license, shall make such application not less than thirty days next preceding its expiration upon a form to be furnished by the Police Chief, entitled “Application for Renewal of License,” which shall be filled out with the full name and address of the applicant, together with a statement of the date upon which the original license was granted, and the number thereof.

Before the issuance of a taxicab driver's license, the following fees shall be paid to the Police Chief:
(a) For each original license, ten dollars ($10.00);
(b) For each renewal thereof, ten dollars ($10.00);
(c) For the replacement of any driver's license certificate, if the same is lost, stolen, mutilated or destroyed, a fee of five dollars ($5.00) shall be paid for the replacement thereof.

(a) A taxicab driver's license may be suspended or revoked at any time by the Police Chief upon his or her own initiative or upon the recommendation of the Chief to the Mayor for violation of any of the terms of this chapter. Before suspending or revoking such license, the Mayor shall afford the licensee the opportunity of a hearing upon the charges. The licensee may appeal from such order to a Board of Appeals composed of the Director of Law, the Director of Finance and the President of Council. Notice of such appeal shall be in writing and shall be filed with the Director of Finance within ten days after the making of such order. A majority of the Board shall constitute a quorum for a hearing or decision.
(b) The board of appeals, within three days after the filing of such notice of appeal, shall proceed with the hearing of such appeal, at which hearing all parties interested shall be afforded an opportunity to be heard, and such Board of Appeals shall approve, modify or annul such order from which the appeal has been perfected, and the finding of such Board of Appeals shall be final on all parties thereto. The same procedure for appeal may be invoked by the holder or owner of any license issued for a public hack.

There shall be kept in the office of the Police Chief a complete record of each license issued by this City to a taxicab driver, and of all renewals, suspensions and revocations thereof. The record shall be kept on file with the original application of the taxicab driver for a license.
