The licensing and inspection of public hacks, the inspecting and sealing of taximeters, the examining of applicants for licenses to drive such public hacks, the licensing of drivers as hereinafter provided, and the enforcing of the provisions of this chapter, shall be under the control of the Police Chief. If a hack shall be disabled or disqualified for service or sold, the Chief may permit the use of a license granted for a public hack to be transferred and used for another, provided the hack complies with the provisions of this chapter.
