The license fee for each public hack shall be ten dollars ($10.00) per annum, provided, however, that in the case of vehicles already licensed by any municipality in Cuyahoga County, the license fee shall be two dollars ($2.00) per annum per vehicle but shall not exceed a total of two hundred fifty dollars ($250.00) per annum for the entire number of vehicles owned by such licensee, and provided further, however, that the fees for any such license issued on or after the first day of July in any year shall be fifty percent of those above specified. Licenses shall be valid to and including December 31 next succeeding the date upon which such license was issued, unless previously revoked as provided in Section 775.11.

The Police Chief shall maintain constant vigilance over all public hacks to see that they are kept in a condition of continued fitness for public use, and to this end, the Police Chief, through his or her inspectors, shall inspect all public hacks from time to time, as provided in Section 775.06, or on the complaint of any resident, or as often as may be necessary.
Reports in writing of all inspections shall promptly be made to the Police Chief, provided, however, that in the case of vehicles already licensed by any other municipality in Cuyahoga County, it shall not be necessary to make the inspection hereinabove set forth.

The Police Chief shall have the following powers with respect to every license to operate:
(a) The Police Chief may at any time revoke or suspend any license to operate if he or she finds that:
(1) The owner's record is unsatisfactory.
(2) The owner fails to operate his or her licensed public vehicle or vehicles in accordance with the provisions of this chapter and other ordinances of this City and the laws of Ohio.
(3) The owner has failed to keep on deposit with the City the bond or policy of insurance required in Section 775.07.
(b) In the event that any vehicle licensed by the provisions of this chapter becomes unsuitable for operation, a written statement to such effect may be filed with the Police Chief, who shall thereupon transfer the license to any other vehicle belonging to such owner, provided such other vehicle conforms with all the provisions of this chapter.
(c) The Police Chief shall not suspend or revoke any license without giving to the owner thereof due and reasonable notice and granting to such owner a fair hearing. Any owner whose license has been suspended or revoked by the Police Chief may appeal from the decision of the Police Chief thereon to the Board of Appeals as provided in this chapter.

Every person driving a public hack must be licensed as such, and each applicant for a taxicab driver's license must:
(a) Be eighteen years of age or over and a bona fide resident of the County for thirty days next preceding the date of such application;

(b) Be of sound physique, with good eyesight and not subject to epilepsy, vertigo, heart trouble or any other infirmity of body or mind which might render him or her unfit for the safe operation of a public vehicle;
(c) Be able to read and write the English language;
(d) Be clean in dress and person and not be addicted to the use of intoxicating liquors or drugs;
(e) Produce, on forms to be provided by the Police Chief, two character references of persons not related to the applicant; and
(f) Fill out, upon a blank form to be provided by the Police Chief, a statement giving his or her full name, residence, places of residence for five years previous to moving to his or her present address, age, color, height, color of eyes and hair, place of birth, length of time he or she has resided in the City, whether or not he or she is a citizen of the United States, places of previous employment, whether he or she is married or single, whether he or she has ever been arrested or convicted of a felony or misdemeanor, whether he or she has ever been summoned to court, and whether or not he or she has previously been licensed as a driver or chauffeur, and if so, whether his or her license has ever been revoked, and for what cause, which statement shall be signed and sworn to by the applicant and filed with the Police Chief as a permanent record. Any false statement made by the applicant for a license shall be promptly reported by the Police Chief to the Director of Law. The Police Chief as a permanent record. The Police Chief is authorized and empowered to established such additional rules and regulations, covering the issuance of taxicab drivers' licenses, not inconsistent herewith, as may be necessary and reasonable.

Each applicant for a taxicab driver's license under the provisions of this chapter shall be examined by a person designated by the Police Chief, as to his or her knowledge of the provisions of this chapter, the traffic regulations and the geography of the City, and, if the result of the examination is unsatisfactory, he or she shall be refused a license. Each such applicant must, if required by the Chief, demonstrate his or her skill and ability to safely handle his or her vehicle, by driving it through a crowded section of the City, accompanied by a member of the Police Department.

(a) Each applicant for a taxicab driver's license must file with his or her application three unmounted, unretouched photographs of himself or herself, in such position as the Police Chief may direct, taken within the thirty days preceding the filing of his or her application. Photographs are to be of a size which may be easily attached to his or her license, one of which shall be attached to his or her license when issued, the others to be filed with the application in the office of the Police Chief. The photograph shall be so attached to the license that it cannot be removed and another photograph substituted without detection. Each licensed taxicab driver shall, upon demand of an inspector of licenses, a policeman or a passenger, exhibit his or her license and photograph for inspection. Where the application for a license is denied, two copies of the photograph shall be returned to the applicant by the Police Chief.
(b) Each applicant for a taxicab driver's license shall file with his or her application impressions of the fingers of his or her right and left hands, upon forms furnished by the Police Chief. The impressions shall be taken under the supervision of the Chief, or his or her duly delegated representative, at such place or places as may be designated by the Chief. Applications, with photographs and fingerprint impressions attached, shall forthwith be forwarded to the Police Department, and no license shall be issued under the provisions of this chapter until the receipt in writing from the Police Department of a report showing the result of the investigation of the application and an examination of the fingerprint impressions.
