The Police Chief shall have the following powers with respect to every license to operate:
(a) The Police Chief may at any time revoke or suspend any license to operate if he or she finds that:
(1) The owner's record is unsatisfactory.
(2) The owner fails to operate his or her licensed public vehicle or vehicles in accordance with the provisions of this chapter and other ordinances of this City and the laws of Ohio.
(3) The owner has failed to keep on deposit with the City the bond or policy of insurance required in Section 775.07.
(b) In the event that any vehicle licensed by the provisions of this chapter becomes unsuitable for operation, a written statement to such effect may be filed with the Police Chief, who shall thereupon transfer the license to any other vehicle belonging to such owner, provided such other vehicle conforms with all the provisions of this chapter.
(c) The Police Chief shall not suspend or revoke any license without giving to the owner thereof due and reasonable notice and granting to such owner a fair hearing. Any owner whose license has been suspended or revoked by the Police Chief may appeal from the decision of the Police Chief thereon to the Board of Appeals as provided in this chapter.
