The civil defense organization of the city shall consist of all the officers and employees of the city and all volunteers. The functions and duties shall be designated by resolution which shall also provide for the divisions and categories necessary for the operation of all disaster work. Insofar as possible, such an organization shall conform to the regulations and recommendations of the civil defense agencies of the federal government and the state. (Ord. 67 § 4, 8-24-1959)
