   820.01   DEFINITIONS.
   As used in this chapter:
   (a)   "Junk" means old or scrap copper, brass, rope, rags, batteries, paper, rubber, junked, dismantled or wrecked automobiles or parts thereof, iron, steel and other old or scrap ferrous or nonferrous materials which are not held for sale for remelting purposes by an establishment having facilities for processing such materials.
   (b)   "Junk yard" means an establishment or place of business, other than an establishment having facilities for processing iron, steel or nonferrous scrap and whose principal product is scrap iron and steel or nonferrous scrap for sale for remelting purposes, which is maintained or operated for the purpose of storing, keeping, buying or selling junk, or for the maintenance or operation of an automobile graveyard, except an establishment or place where automobiles, wrecked or otherwise, are held or impounded for a period not to exceed ninety days exclusively for storage, repair or resale without alteration.
   820.02   OPERATOR'S PERMIT REQUIRED; EFFECTIVE PERIOD; CONDITIONS OF ISSUANCE.
   No person shall operate a junk yard or handle junk without first obtaining a permit from the Manager, such permit to be good for one year, from January 1 to the following December 31. Permits issued for a shorter period of time expire on December 31 and shall be issued on a pro rata basis of the annual fee.
   No permit shall be granted to any person until the place of business, building or yard is equipped to take care of properly, subject to the provisions of this chapter, such salvage or junk material as such person wishes to handle.
   No permit shall be granted for a place of business which may or does disturb the public health, happiness or welfare of an immediate neighborhood. The Manager may at any time revoke a permit when it is found that the place of business does disturb the peace, health, happiness or welfare of the residents of an immediate neighborhood.
   820.03   PERMIT FOR WALLS OR FENCES. (REPEALED)
