No person shall operate a junk yard or handle junk without first obtaining a permit from the Manager, such permit to be good for one year, from January 1 to the following December 31. Permits issued for a shorter period of time expire on December 31 and shall be issued on a pro rata basis of the annual fee.
No permit shall be granted to any person until the place of business, building or yard is equipped to take care of properly, subject to the provisions of this chapter, such salvage or junk material as such person wishes to handle.
No permit shall be granted for a place of business which may or does disturb the public health, happiness or welfare of an immediate neighborhood. The Manager may at any time revoke a permit when it is found that the place of business does disturb the peace, health, happiness or welfare of the residents of an immediate neighborhood.
