(A) Addresses for sites in the unincorporated area of the county shall be governed by the rural reference system. The historical four-digit rural reference system wherein each section of land, as laid out by the public lands survey system, was assigned the dimensions of 100 units by 100 units shall be converted to a five-digit number system by the County Highway Department wherein each section of land shall be assigned the dimensions of 1,000 units by 1,000 units.
(B) Addresses for sites shall be determined as follows.
(1) A determination shall be made as to which road the site has vehicle access.
(2) The point at which the vehicle access for the site intersects or abuts the road shall be considered the site for the primary address number purposes herein.
(3) The orientation of the road as either an east-west road or a north-south road shall be established as follows.
(a) A determination shall be made as to the most southwesterly terminus and the most northeasterly terminus of the road.
(b) The total west to east distance between the termini of the road shall be compared to the total south to north distance between the termini.
(c) The direction covering the greater distance shall be the orientation of the road.
(4) The pro rata distance along the centerline of the road for the site along or within the section of land in which the site is located shall be determined as follows.
(a) Control Point A shall be determined as a point on the road which when traveling from the site toward the most southwesterly terminus of the road is the nearer of:
1. East-west roads. The point where the road crosses the nearest section line to the west; or the point where the road intersects the nearest road to the west; and
2. North-south roads. The point where the road crosses the nearest section line to the south; or the point where the road intersects the nearest road to the south.
(b) Control Point B shall be determined as a point on the road which when traveling from the site toward the most northeasterly terminus of the road is the nearer of:
1. East-west roads. The point where the road crosses the nearest section line to the east; or the point where the road intersects the nearest road to the east; and
2. North-south roads. The point where the road crosses the nearest section line to the north; or the point where the road intersects the nearest road to the north.
(c) The distance along the centerline of the road from Control Point A to the site shall be divided by the distance along the centerline of the road from the Control Point A to Control Point B, which ratio shall be the pro rata distance of the site.
(5) The difference between the rural reference numbers for Control Points A and B shall be calculated as follows:
(a) East-west roads. The east coordinate of the rural reference number for Control Point A shall be subtracted from that of Control Point B; and
(b) North-south roads. The north coordinate of the rural reference number for Control Point A shall be subtracted from that of Control Point B.
(6) The ratio of the pro rata site distance determined in division (B)(4) above shall be multiplied by the rural reference number differential determined in division (B)(5) above.
(7) The result of the calculation in division (B)(6) above shall be added to:
(a) East-west roads. The east coordinate of the rural reference number for Control Point A; and
(b) North-south roads. The north coordinate of the rural reference number for Control Point A.
(8) The result of the calculation in division (B)(7) above shall be rounded up or down as necessary to achieve a whole number that is a unique, five-digit primary address number for the road which meets the following requirements.
(a) Even primary address numbers shall be assigned on the right side of the road traveling from the southwesterly terminus to the northeasterly terminus of the road, which is also the south and east side of the road.
(b) Odd primary address numbers shall be assigned on the left side of the road traveling from the southwesterly terminus to the northeasterly terminus of the road, which is also the north and west side of the road.
(9) The primary address number obtained in division (B)(8) above shall be placed immediately before the road name resulting in a unique site address in the unincorporated area of the county.

(A) Signs reflecting the rural reference numbers and road names in the unincorporated area of the county shall be erected and maintained at each intersection of roads in the unincorporated area of the county. The initial cost of materials needed to install or upgrade a sign installation in the county due to the adoption of this chapter or due to the carrying out of any of the provisions it contains shall be borne by ETSB. The standards for sign installation and the applicable materials shall be maintained by the County Highway Department. The County Highway Department shall coordinate with all other applicable highway authorities to ensure proper sign installation in cases where it is necessary to change a sign installation due to the adoption of this chapter or due to the carrying out of any of the provisions it contains.
(B) The rural reference and road name sign installations shall meet the following minimum criteria.
(1) A sign or signs shall be visible at every road intersection in the unincorporated area of the county.
(2) The rural reference number shall appear above the road name.
(3) All components of the road names, including directionals and suffixes shall be visible on the signs.
(4) The road name shall be displayed identically on all signs along the course of a given road.
(5) The road name displayed on the signs along the course of a given road shall be an accurate representation of the actual road name as recorded in the county database and the ETSB database.
(6) The face of the sign shall parallel the road to which the information applies.
(C) Discrepancies between existing sign installations and the minimum criteria listed herein shall be reported to the County Highway Department. The County Highway Department shall coordinate with the respective highway authorities for corrective action of all reported discrepancies.

(A) It is recommended that all owners of improved residential, commercial, industrial and governmental (local, state and federal) properties shall post the respective site address numbers, as assigned by the county, in accordance with the provisions herein. All previous address numbers shall be removed in their entirety.
(B) The signs shall not be any longer than the area of address numbers with a maximum four-inch perimeter around the address numbers. The address numbers shall not be subject to the county’s sign regulations. No sign supports or any other item shall be erected within the road right-of-way without the express written permission of the respective highway authority.
(C) All address numbers shall be permanently affixed and shall be clearly visible from the road upon which the site has vehicle access, free of current and future temporary and permanent visual obstructions.
(D) Address numbers shall be posted upon planes that are perpendicular to the road upon which the site has vehicle access and the site address numbers shall be visible from both directions of travel upon the road.
(E) Address numbers shall be posted within 20 feet of the road right-of-way and within 20 feet of the vehicle access for the site.
(F) Address numbers shall be posted between 30 inches and 48 inches above grade.
(G) The minimum height of each address number digit shall be four inches and the maximum height of each address number digit shall be 12 inches.
(H) All numbers constituting an address number shall be uniform in height and style.
(I) All address number digits shall be whole Arabic numerals only. No fractions or decimals shall be allowed. They shall be devoid of serifs and other ornamentation as would cause illegibility. Script, Roman numerals and other forms of numbers shall not be acceptable.
(J) Address numbers shall be reflective, shall be white in color and shall be permanently affixed to a less reflective red background.
(K) Address numbers on mailboxes which do not meet the provisions herein shall not be sufficient address number identification to comply with this chapter.
(L) With subdivision of an addressed property (apartments, offices, suites and the like), each subdivision shall have its own address number identifier clearly and permanently affixed at or near its main entrance. All structures with multiple living or business subdivisions shall only be addressed using whole Arabic numbers. Structures which are subdivided into multiple business or living units shall be assigned and display individual whole Arabic address numbers for each subunit. The use of secondary addressing (i.e., “1/2”, front, rear, upper, lower, A, B, C and the like) is not allowed.

A certified copy of this chapter shall be filed in the Office of the Secretary of the County Board within ten days after enactment, and this chapter shall take effect upon receipt of official acknowledgment from that office that the ordinance has been filed. This chapter shall be in full force and in effect from and after its passage, approval and publication as required by law.
