§ 150.06 CHANGES TO EXISTING PRIMARY ADDRESS NUMBERS.
   (A)   Changes to primary address numbers in the unincorporated area of the county shall only be made when the proposed change will result in existing primary address numbers that are more consistent with this chapter.
   (B)   Changes to primary address numbers shall only be considered when any of the following conditions exist:
      (1)   The existing range of numbers overlaps a range of numbers on a road in the unincorporated area of the county or a street in an incorporated area of the county that has an identical or phonetically similar name;
      (2)   Old primary address numbers are no longer applicable due to redevelopment;
      (3)   The existing numbers are assigned in a manner that hinders the ability to promptly locate a property or structure based on its assigned address; and/or
      (4)   A new rural reference number is assigned to a new or previously unassigned road intersection within the unincorporated area of the county which does not fit within the existing range of numbers.
   (C)   Changes to existing primary address numbers in the unincorporated area of the county shall occur in accordance with the following.
      (1)   The 911 Administrator shall verify that the proposed primary address numbers are more consistent with this chapter than the existing primary address numbers and that the change is in the best interest of the public.
      (2)   The 911 Administrator shall forward the proposed primary address numbers to the County Zoning Office.
      (3)   The County Zoning Officer shall verify that the proposed primary address numbers are more consistent with this chapter than the existing primary address numbers and that the change is in the best interest of the public.
      (4)   The County Zoning Officer, upon verifying as specified herein, shall notify the 911 Administrator of the verification and both the 911 Administrator and the County Zoning Officer shall replace the existing primary address numbers with the proposed primary address numbers in the respective ETSB and county databases which shall constitute approval of the new primary address numbers.
      (5)   Should disagreement exist between the 911 Administrator and the County Zoning Officer regarding the verification of a proposed change to existing primary addresses, the matter should be forwarded to the County Board for its action.
   (D)   The 911 Administrator shall give written notice of a change in primary address numbers to the owners or occupants of the affected properties or buildings. The notice shall contain the new primary address number and shall direct the owners or occupants to post the newly assigned number in a manner that complies with the provisions of the address number display instructions of this chapter. The notice shall contain an explanation of the importance of displaying accurate primary address numbers, shall include a copy of the address number display instructions and shall inform the owners that they have a grace period of 90 days to post the newly assigned numbers. Failure to post newly assigned numbers within the 90-day grace period shall constitute a violation of this chapter and shall be punishable according to the provisions herein.
