§ 150.01 SHORT TITLE AND AUTHORITY.
   This chapter shall be known as the “DeWitt County Road Naming and Site Addressing Ordinance” and is adopted under the authority of the statutes of the state that permit counties of the state to name roads and assign addresses, namely, ILCS Ch. 55, Act 5, § 5-1067, as follows.
   (A)   A county board may name or may change the name of any street, lane, road or highway and may regulate the numbering of buildings and lots adjacent to any street, lane, road or highway in the unincorporated area of the county.
   (B)   In counties under 1,000,000 population, a county board may name or change the name of any road in the county highway system or any trail under its jurisdiction.

§ 150.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   DIRECTIONAL. Any of the eight basic compass directions, abbreviated as follows: N, S, E, W, NE, NW, SE or SW. If a predirectional is used, it is the first element of a road name. If a post directional is used, it is the last element of a road name. Compass directions that occur in any of the first or last positions in a road name are actually components of the root road name.
   ETSB. The Emergency Telephone System Board of the county.
   PRIMARY ADDRESS NUMBER. The number assigned to a particular structure or property.
   ROAD NAME. The full name of a road, which includes the following elements: a root road name, a suffix and, in some cases, a directional.
   ROOT ROAD NAME. All parts of a road name, except the suffix and, where applicable, the predirectional and/or post directional. Components of the ROOT ROAD NAME, including compass directions and road types that are part of the root, are never abbreviated. Numeric root names are an exception; they are always presented as numeric abbreviations, except when they must be spelled out to distinguish from nearby roads with duplicate names.
   SECONDARY ADDRESS UNIT. A designation of a particular subunit with a structure identified by a primary address number and road name. The SECONDARY ADDRESS UNIT consists of a designator presented as a standard abbreviation followed by a secondary address range of alphanumeric characters.
   SITE ADDRESS. All elements necessary to identify a location in the unincorporated county; a site address consists of a primary address number, a road name and, in some cases, a secondary address unit.
   SUFFIX. A road type presented as a standard abbreviation following the root road name. If a post directional is used, the SUFFIX directly precedes the post directional; otherwise, the SUFFIX is the last element of the road name. Road types that occur in any other position are actually components of the root road name.

§ 150.03 ESTABLISHMENT OF ROAD NAMES FOR EXISTING ROADS AND ADDRESSES FOR EXISTING SITES.
   The existing roads in the unincorporated area of the county shall be named in accordance with the names assigned to the respective representation of those roads shown on the map of the county attached hereto and made a part hereof. The original of this chapter, which includes the original map, shall be kept in the office of the County Clerk and Recorder. The existing sites in the unincorporated area of the county shall be addressed in accordance with the provisions of this chapter.
