§ 14-4. Conducting roadblocks.
   (a)   Definition. The following definition shall apply to this section:
   Roadblock shall mean a practice whereby individuals station themselves in a portion of a street, highway, or right-of-way adjacent thereto, not for the purpose of walking, running, or traveling thereupon, and engage in the solicitation of passing motorists for donations of money, and/or the distribution of literature by roadblock participants to passing motorists.
   (b)   Prohibited. No person shall conduct a roadblock in the City of Danville.
   (c)   Penalty. Any person conducting, engaging in or participating in a roadblock in the City of Danville shall be fined not less than ten dollars ($10.00) nor more than one hundred dollars ($100.00) for each occurrence.
