ARTICLE I. IN GENERAL
§ 11-1. Shouting, etc., and use of sound-amplifying devices.
   No permittee under this chapter, nor any person in his behalf, shall shout, cry out, blow a horn, ring a bell, or use any sound-amplifying device upon any of the sidewalks, streets, alleys, parks, or other public places of the city or upon private premises where sound of sufficient volume is emitted or produced therefrom to be capable of being plainly heard upon the adjacent sidewalks, streets, alleys, parks, or other public places, for the purpose of attracting attention to any goods, wares, or merchandise which such permittee proposes to sell.

§ 11-2. Use of streets.
   No permittee under this chapter shall have any exclusive right to any location in the public streets, nor shall he be permitted a stationary location thereon, nor shall he be permitted to operate in a congested area where such operation might impede or inconvenience the public use of such streets nor shall he be allowed to accept orders for goods or sell directly from a vehicle of any kind while standing in a public street. For the purposes of this chapter, the judgment of a police officer, exercised in good faith, shall be deemed conclusive as to whether the area is congested and the public impeded or inconvenienced.

§ 11-3. Enforcement.
   It shall be the duty of all policemen to see that the provisions of this chapter are enforced.

§ 11-4. Cumulative provisions.
   The provisions of this chapter shall be in addition to and cumulative with Chapter 16, Article II.
