No person shall engage in, prosecute or carry on any business referred to in this code, or any other ordinances of the city, or conduct and operate a business within the limits of the city requiring a license, without first having obtained a license therefor and having paid to the city the license fee as provided herein. (1960 Compilation § 19-101)
Every applicant for any license of the character specified in section 3-1-1 of this chapter shall make written application for such license to the city council in whatever form the council may prescribe.
Every such license granted as herein provided shall be understood and deemed to be granted subject to all conditions set forth in the form of application prescribed by the city council. The chief of police or any police officer of the city is hereby given the right and authority to enter such licensed places to search and seize evidence therein as herein provided.
