In all cases wherein it shall be deemed necessary in order to protect the rights of the citizens of the city, as regards health nuisances and unsanitary conditions, police jurisdiction in the enforcement of the laws and ordinances of the city shall include all persons, property or premises within the authority allowed by state law, or as defined by a mutual aid agreement.
