The findings of the mayor and council on the appeal made under the provisions of this chapter shall be final and conclusive, and a copy thereof shall be personally served upon the appellant as required herein, and in the event personal service cannot be obtained, the same can be mailed to appellant by registered or certified mail at his last known address.
