3-1-3: TERM; EXPIRATION DATE; PRORATION OF FEE:
   A.   All licenses referred to in this chapter shall expire at twelve o'clock (12:00) midnight of December 31 next after payment of the license fee. The license fee shall be due on January 1 of each year and must be paid within thirty (30) days thereafter. No license shall be issued for any period of time longer than one year.
   B.   The license fee on any business or occupation, except on retail or limited liquor licenses, beginning operations after the date of June 30 of every year, shall pay one-half (1/2) of the regular license fee. (1960 Compilation § 19-103)
