10-1-2: GENERAL PROCEDURES:
   A.   Compliance Required: It shall be unlawful for anyone to create a subdivision within the territorial coverage of the Village unless by plat, plan and contract in accordance with the laws of the State and this Title.
   B.   Steps: The subdivider will follow these steps (unless qualified and granted permission to follow the alternate procedures listed in Section 10-3-4 of this Title):
      1.   Step 1: The subdivider shall provide preliminary data (Section 10-3-1 of this Title) and shall comply with the preliminary procedure (Section 10-3-2 of this Title);
      2.   Step 2: At its next meeting, the Planning and Zoning Commission will review and examine the written, platted and oral information provided by the subdivider and make a recommendation to the Board of Trustees. (Ord. 287, 3-9-1999)
      3.   Step 3: The Board of Trustees will approve or disapprove the plan and preliminary plat. (Ord. 287, 3-9-1999; amd. 2000 Code)
      4.   Step 4: If approval is given, the final plat (Section 10-3-3 of this Title) shall be submitted within six (6) months to the Planning and Zoning Commission for its final approval and recommendation to the Board of Trustees.
      5.   Step 5: The Board of Trustees will approve or disapprove the final plat and plan. (With the approval of the Planning and Zoning Commission, the subdivider may elect to combine the preliminary and final procedures, Steps 1 and 4.)
      6.   Step 6: Once the final plat has been approved by the Board, the subdivider shall enter into a contract with the Village (Section 10-4-1 of this Title).
      7.   Step 7: Once the contract has been agreed to and signed by the subdivider and the Village, the subdivider shall file and record the final plat with the County Clerk. No construction, including excavation or earth work, shall take place until the final plat has been filed and recorded with the County Clerk. (Ord. 287, 3-9-1999)
