The board of trustees hereby declares that the licensing or regulation of businesses not otherwise exempt by law is conducive to the promotion of the health and general welfare of the village and hereby imposes a license fee and a separate license on each place of business conducted by the same person. The board of trustees hereby finds the fees enumerated in section 3-1-2 of this chapter are reasonably related to the expenses of regulating the businesses therein described and issuing licenses.
