§ 533.10 Lost or Stolen Meters
   Customers shall be held responsible for and shall reimburse the Division of Water for the loss or theft of any meter set on the service pipe supplying the premises occupied by them.

§ 533.11 Meter Testing Required
   The Division of Water shall require the manufacturer or vendor of water meters to furnish the City, with each shipment of water meters, an affidavit of compliance attesting to the accuracy of the meters supplied.

§ 533.12 Tests of Private Meters
   The Commissioner of Water shall, whenever in his or her opinion it is deemed necessary, test any private meter. Any meter found to vary two (2) or more percent from the correct amount shall be repaired at the expense of the owner.

§ 533.13 Meter Inspection; Fee
   On written application made to the Commissioner of Water by any consumer of water, accompanied by the inspection fee required under Section 535.06 of the Codified Ordinances, the Division of Water shall test the meter. If upon such inspection the meter is found to be more than two percent (2%) fast, that is, registers a greater amount of water than actually passes through it, the Division shall return to the consumer the above inspection fee and shall make such reduction in the current bill as the facts warrant. If, however, the meter does not over-register the amount of water that actually passes through it, the Division shall retain the above inspection fee as the expense for the testing.

§ 533.14 Repairs to Private Meters; Costs
   The Division of Water, after notification to the owner, shall repair all private meters whenever deemed necessary, at the expense of the owner.

§ 533.15 Tampering with Meters; Fee
   (a)   No person shall tamper, or cause or knowingly permit the tampering of, any component of a Division of Water system ("System"), including but not limited to:
      (1)   Breaking the seal on a water meter or bypass valve;
      (2)   Removing a water meter from the meter setting;
      (3)   Installing an unapproved bypass around the meter, or drawing water before the meter;
      (4)   Damaging the water meter or related components;
      (5)   Reversing the water meter;
      (6)   Removing the meter register;
      (7)   Causing the meter register to not register or to under register;
      (8)   Cutting or disconnecting the wire between the meter and the endpoint;
      (9)   Removing or damaging the endpoint;
      (10)   Opening the curb stop or other meter bypass valve or other Division of Water control valve that the Division of Water has shut off, without the Division of Water's prior authorization;
      (11)   Using water from a hydrant or other unmetered part of water system without the Division of Water's prior authorization, except that municipal firefighting and service department use are allowed uses not requiring pre-authorization;
      (12)   Using water from a private fireline for other than firefighting and testing purposes; or
      (13)   Improperly tapping or tying into an existing water main or service connection.
   (b)   Any person found by the Division of Water to have violated division (a) of this section shall be subject to any or all of the following:
      (1)   The Tampering Fees as specified in Section 535.06;
      (2)   The labor and material costs to repair any damaged equipment;
      (3)   The payment of the cost of twice the estimated amount of water which has not been registered because of tampering with a System, billed at the applicable additional MCF rate; and
      (4)   Shutting or re-shutting off of water service in accordance with the Division of Water's Rules and Regulations.

§ 533.16 Charges for Reading Registering Meters
   The charge for reading each private re-registering meter shall be under Section 535.06 of the Codified Ordinances. This charge shall be added to and made a part of the monthly or quarterly charge for water furnished through the main meter.

§ 533.17 Metering Service to Elevators or Large Motors
   Any and all service pipes for supplying hydraulic elevators or other large motors requiring service pipes larger than those allowable for the general supply of the premises shall be metered at the expense of the owner or parties using the same.
