§ 309.15 Acquiring Property for Streets Outside Allotment
   Where, in order to comply with the requirements of the Planning Commission, it is necessary to acquire property for a street outside of the boundaries of the land to be allotted, the land required for the street may be acquired by the City, but the expense thereof shall be borne by the owners of the allotment.

§ 309.16 Grade Requirements; Monuments
   (a)   Before approval will be given upon any plat dedicating streets to public use, except as hereinafter provided, the streets shall have been graded to a grade approved by the Commissioner of Engineering and Construction, and sidewalks shall have been constructed of stone or cement in accordance with the City’s specifications, to a width meeting the approval of the Commissioner.
   (b)   Stone monuments, provided with drill holes, to indicate all street lines, shall be placed at street intersections, at points of change of alignment and at ends of streets, should the same not be at a street intersection. The monuments shall be of suitable hard stone free from ingredients likely to cause disintegration and shall be at least twenty (20) inches in depth, five (5) inches wide and five (5) inches long. The monuments shall be set so that their tops will be approximately ten (10) inches below the established grade of the street.

§ 309.17 Allotment Owner Responsible for Culverts, Bridges, Repaving, Etc.
   All culverts or bridges necessary within the limits of the streets to be dedicated, all box culverts and drainage outlets necessary to carry surface drainage and all of the work necessary in the intersections of the proposed streets, with existing street, including the repaving of such intersections and providing catch basins at such locations, shall be done by the owner of the proposed allotment, or land proposed for dedication, and all to the approval and satisfaction of the Commissioner of Engineering and Construction.

§ 309.18 Special Improvements for Streets
   Special improvements such as sewer, water and paving, may be provided by those dedicating the proposed streets, provided that such work is done in accordance with the City’s standard specifications and ordinances governing such work.

§ 309.19 Water Connections in Sewerless Districts
   Whenever, in any part of the City, there are no sewer facilities available, no water connections will be made by the Division of Water to any property in any such sewerless district, unless the Commissioner of Water has first received the assurance in writing from the Commissioner of Engineering and Construction, that the providing of sewerage is within reasonable prospect. In the absence of such assurance, the Commissioner of Health may in special cases, approve such water connections where the health and welfare of the public will not be jeopardized by such action.

§ 309.20 Water and Sewerage Facilities Required for Plat Approval
   No plat of a proposed street or allotment will be entitled to the approval of the Platting Commissioner unless it is possible to supply proper water and sewage facilities thereon as a part of the existing or proposed water and sewerage systems of the City.

§ 309.21 Bond for Plat Approval
   Should it not be desirable or possible to do all of the work herein required to place proposed streets in acceptable condition prior to the submission of the plat to Council for approval, provided that a suitable bond from an approved surety company, acceptable to the Director of Law, is given to the City, under the terms of which bond the completion of the work shall be assured within the time fixed by such bond.

§ 309.22 Disposition of Approved Plat
   Any map or plat laying out streets or lots, when approved by the Platting Commissioner, shall have such approval endorsed thereon, whereupon the map or plat, after the approval by Council has been noted thereon, shall be retained by the City until it is delivered to the County Recorder for record. All fees required in connection with the recording of the map or plat shall be paid by the property owners causing same to be made.

§ 309.23 Acceptance of Streets
   After the map or plat referred to in this chapter has been recorded and the required improvements in a street are made, an ordinance accepting such a street as a public thoroughfare may be passed by Council.
