Any person who shall violate any of the provisions of this chapter, or who shall conduct any business required by ordinance to be licensed without a license, or shall in any manner violate the terms of his license, shall, where no specific penalty is provided, be subject to a fine of not less than five dollars ($5.00) nor more than five hundred dollars ($500.00).
