All licenses shall be subject to the provisions of this code which may be in force at the time of the issuing thereof, or which may be subsequently passed by the council, and if any person so licensed shall violate any of the provisions of any provision regulating or relating to his business, he shall be liable to be proceeded against for any fine or penalty imposed thereby, and his license may be revoked in the discretion of the mayor.
