3-1-3: MAYOR'S DISCRETION:
In all cases where it is not otherwise expressly provided, the mayor shall have power to hear and grant applications for licenses upon the terms specified by this chapter, and all licenses shall be issued to such person or persons as shall comply in all respects with the provisions of this chapter, and as the mayor in his discretion shall deem suitable and proper persons to be licensed; provided, that the mayor may, in his discretion, refuse to grant any application for license until the same shall have been ordered by the council to whom he shall refer such application at the next regular meeting of the council.
