The city clerk shall, on the close of each month, report to the council in writing, the number of licenses issued during the preceding month, to whom issued, the amount of fees collected for the same and the location of the persons licensed, and he shall annually, at the close of each fiscal year, make and submit to the council a full and complete abstract of all licenses issued during the preceding fiscal year, with the amounts taxed and collected for the same.
