The mayor and council of the city may, from time to time, grant a license to any person to engage in the business of emptying, cleaning or removing the contents of privy vaults, cesspool, sink holes, or in removal of filth, offal or any offensive matter. Every person engaging in said business shall be deemed a scavenger within the meaning of this chapter. (R.O. 1959, Ch. 40, Sec. 1)
No person within the city shall empty, clean or remove the contents of any privy vault, or in any manner engage in the business of a scavenger, without first having obtained a license so to do, under a penalty of not less than twenty dollars ($20.00) nor more than one hundred dollars ($100.00) for each offense; provided, that the owners, occupants or agents owning or using privy vaults within the city, desiring to clean or remove the contents thereof themselves without the aid of scavengers, may be allowed to do so upon the written permission of the chief of police, and then only in such manner as the chief of police in said permit shall direct. Every person applying for such license shall pay to the city treasurer therefor the sum of ten dollars ($10.00) per annum, and shall execute a bond to the city in the penal sum of five hundred dollars ($500.00), with at least two (2) sureties, to be approved by the mayor and council, conditioned that said scavenger shall comply with the provisions of this code, and the ordinances which hereafter may be passed by the council relating to the occupation or employment of scavengers.
