GENERAL PROVISIONS
§ 37.01 PARTICIPATION IN THE OHIO DEPARTMENT OF TRANSPORTATION COOPERATIVE PURCHASING PROGRAM.
   (A)   The Village Administrator is designated as the village purchasing agent and is authorized to enter into contracts with the Ohio Department of Transportation for the purchase of machinery, supplies, road salt and other articles.
   (B)   Funds for said purchases shall be appropriated from the applicable village fund.

§ 37.02 PUBLIC RECORDS POLICY.
   (A)   The village adopts the Public Records Policy (based on the Ohio Attorney General’s Model Policy) attached hereto and adopted by reference as if set out in full herein.
   (B)   The Village Clerk-Treasurer will be designated the Village Public Records Officer. All public records request to any village department will submitted to and processed by the Village Clerk-Treasurer.
   (C)   The Village Clerk-Treasurer may use, in appropriate cases, the forms attached hereto (and adopted by reference as if set out in full herein) in receiving, responding to and documenting public records requests.

§ 37.03 DISPOSAL OF VILLAGE PROPERTY.
   (A)   Prior to the disposal of any village property or asset that had an initial purchase price of $1,000 or greater, the department supervisor or chief shall submit to the Village Administrator a written cost comparison of repair versus replacement for that item.
   (B)   If disposal of any village property or asset outlined in division (A) above is considered by the Village Administrator to be the best option, Council will be notified by the Village Administrator of the intent of disposal and given the opportunity to comment or provide direction.
   (C)   This section shall conform with all applicable sections of the Ohio Revised Code, including R.C. § 721.15.
