(a) A commission is hereby constituted and established, known as the Bratenahl Recreation Commission, which shall consist of seven members who shall be residents of the Village and shall serve without pay. Six members shall be appointed by Council. The seventh member of the Commission shall be a member of Council who shall be elected by Council for the balance of the term of Council. All members shall be voting members.
(b) The Commission’s citizen members shall be appointed for terms of one, two, and three years respectively, commencing January 1, 2005, and with one member’s term expiring on December 31, 2005, two members’ terms expiring on December 31, 2005, and three members’ terms expiring on December 31, 2006, and three members’ terms expiring on December 31, 2007, and whose successors shall be appointed for terms of three years thereafter. Prior to expiration of a member’s term or upon a vacancy, the Recreation Director shall post the open seat on the Village website. Residents applying for membership of the Commission shall submit a written statement of interest and attend an introductory meeting of the Recreation Commission. The Commission shall vote for new members of the Commission as provided in the Bratenahl Rules of Regulation handbook. Any member of the Commission may be removed at the discretion of the Mayor subject to the concurrence of a majority of the members of Council. All vacancies on the Commission shall be filled for the balance of the unexpired term in the same manner as the original appointment.

The purpose of the Recreation Commission shall be to provide and implement a complete recreation program for all residents of the Village, to foster the cause of the community and provide recreational opportunities for all residents, to promulgate the rules and regulations regarding such programs, and to provide for the daily management of Village lands and buildings designated by the Council for recreational use.

(a) Number; Election. The officers shall be a Chairman, a Vice-Chairman, a Secretary and a Treasurer. These officers shall be elected by a roll call vote at the Commission’s organizational meeting, which shall be the first meeting in January of each year. The majority vote of those appointed shall elect such officers. Officers shall serve until their successors have been elected.
(b) Duties of Officers. The Chairman shall be responsible for the calling and conduct of the meetings of the Commission and for such other duties as may be specifically designated by Council.
(1) The Vice-Chairman shall serve in the absence of the Chairman.
(2) The Secretary shall be responsible for the taking and preparation of meeting minutes.
(3) The Treasurer shall be responsible for maintaining the financial records of the Commission and the preparation of such reports as instructed by the Council and shall perform any other duty consistent with the ordinances of the Village and/or the laws of the State of Ohio.
(c) Any member of the Recreation Commission who is also a member of Council shall not serve as an officer of the Commission.
(d) In the event a vacancy is determined to exist in any Commission office for any reason whatever, the vacancy shall be filled in the same manner as provided for the original appointment.
(e) Each officer shall be elected for a term of one year.
