147.06 DUTIES OF THE COMMISSION.
   (a)   The Commission may use the recreational facilities allocated by the Village for purposes consistent with the creation of recreation programs and activities when such facilities are not being otherwise used, upon reasonable advance request, and upon approval of the Village. Approval will not be unreasonably withheld by the Village.

   (b)   The Recreation Commission shall annually submit a recreation budget to Council on or before the fifteenth of November of each year for the review and approval, by ordinance, of the Council at its regular meeting in January. Such budget shall set forth the Commission’s financial requirements for the ensuing fiscal year.

   (c)   Unless approved in advance by Village Council, and unless funds have been specifically allocated by Council, the Commission shall incur no expenses and enter into no contracts or other obligations in excess of funds available to the Commission or established by the approved budget. Said expenditures are also subject to the one thousand dollar ($1,000) limitation set forth in subsection (d) hereof.
   (d)   For any expenditure of money over one thousand dollars ($1,000), the Commission shall, with the approval of the Village Council, obtain three informal written price quotations based on a prepared outline specification. The Commission shall forward the quotations received, along with its recommendations, to the Council for its review and approval. In the event of an emergency, the Mayor and Council shall be notified as early as possible and prior to entering into any agreements.
   (e)   The Commission shall do the following:
      (1)   Plan and carry on the recreation program within the limits of its budget and the resources and facilities available;
      (2)   Submit to Council by its regular January meeting, together with the proposed budget, an annual projected recreation program for the ensuing year;
      (3)   On or before the first of February of each year, submit to Council a written report containing a review of activities, attendance and facilities sponsored, used or held by the Commission during the preceding calendar year, together with a complete financial report containing a complete itemized accounting of the previous year’s income and expenditures. Such written report shall be reviewed by the Clerk of Council prior to its submission to Council.
      (4)   Establish and make public schedules for fees to be paid by users of the recreational facilities for Commission-sponsored activities. Such schedules shall be approved by Council.
      (5)   Establish and make public rules and regulations for the use of such facilities. Such rules and regulations shall be approved by Council and be consistent with all ordinances and statutes regulating such use.
         A.   Occasional use, not on a continuing basis, may be approved by the Commission.
         B.   Ongoing exclusive use of a room or space must be approved by Council. Such a use must be sponsored by the Commission and be consistent with its goals and appropriate to the facility.
         C.   Ongoing, non-exclusive use of a room or space for a Commission sponsored activity or program, which use is consistent with its goals and within the approved program and budget, may be approved by the Commission.
         D.   Ongoing, non-exclusive or exclusive use of a room or space for a Commission sponsored activity or program for which one or more individuals may be hired or retained to direct or conduct such activity or program shall be referred to the Council for review and consideration. Any such agreement shall require the approval of Council.
   (f)   In addition to other duties specified herein, the Commission may do the following:
      (1)   Recommend a Bratenahl Recreation Program Director for appointment as set forth in Section 147.05(d) above;
      (2)   Recommend the duties, authorities and responsibilities of the Bratenahl Recreation Program Director and such other recreation personnel as may be necessary, with approval of Council;
      (3)   Recommend to the Council rates of compensation for recreation employees, which rate of compensation shall be fixed by the Village;
      (4)   Prepare studies and submit recommendations to Council to such recreation matters as may be referred to it by the Village.
