Repeal section R303.4 and replace with the following:
R303.4 Mechanical ventilation. Dwelling units shall be provided with whole-house mechanical ventilation in accordance with Section M1505.4.

R309.3 Flood Hazard Areas. All construction within flood hazard areas shall be designed and constructed in accordance with the Flood Hazard regulations of the Boise Development Code in addition to this code. For buildings located in flood hazard areas as established by Table R301.2(1), garage floors shall be:
1. Elevated to or above the design flood elevation as determined in accordance with Section R322; or
2. Located below the design flood elevation provided that the floors are at or above grade on not less than one side, are used solely for parking, building access, or storage, meet the requirements of Section R322 and are otherwise constructed in accordance with this code.

The exception to section R313.1 shall be modified as follows:
Exception. Automatic residential fire sprinkler systems shall not be required in townhouses where either two (2) 1-hour fire-resistance rated walls or a common two-hour fire-resistance rated wall, as specified in item number 2 of section R302.2.2, is installed between dwelling units or when additions or alterations are made to existing townhouses that do not have an automatic residential fire sprinkler system installed.

R314.7.5 Heat Detector Within Garages. A heat detector, listed and interconnected to the smoke alarms, shall be installed in all attached garages and also in detached garages that do not meet required fire separation distance and have an electrical service.

R322.1 Flood-Resistant Construction, General. All construction within flood hazard areas shall be designed and constructed in accordance with the Flood Hazard regulations of the Boise Development Code in addition to this code. Buildings and structures constructed in whole or in part in flood hazard areas, including A or V Zones and Coastal A Zones, as set forth in Table R301.2(1), and substantial improvement and repair of substantial damage of buildings and structures in flood hazard areas, shall be designed and constructed in accordance with the provisions contained
in this section. Buildings or structures that are located in more than one flood hazard area shall comply with the provisions associated with the most restrictive flood hazard area. Buildings or structures located in whole or in part in identified floodways shall be designed and constructed in accordance with ASCE 24, where or if allowed by the Flood Hazard regulations of the Boise Development Code.

R322.1.10 As-built elevation documentation. As-built elevation documentation specified in Section R322.2 or R322.3 shall be prepared and submitted as required in accordance with the Flood Hazard regulations of the Boise Development Code.
