Regular meetings of Council shall be held in the Council Chambers at 7:30 p.m. on the second and fourth Monday of each month, except that in the months of July and August only one meeting shall be held on the second Monday of such months. Whenever a regular meeting falls on a legal holiday, such meeting shall be held in the Council Chambers on Tuesday at 7:30 p.m. Work sessions of Council shall be held at 7:30 p.m. on the Monday preceding the regular Council meeting, except that such meeting will be held on Tuesday whenever the date of a work session falls on a legal holiday. Any items to be placed on the agenda must be submitted to the Clerk of Council to be placed on the regular meeting agenda, work session agenda or special meeting agenda by 12:00 noon on the fourth business day before the meeting. Council may, by a majority vote, change the day and hour of holding any regular or special meeting or work session or adjourn the same to a day and hour determined by a like vote of the members present if constituting a quorum.

Council shall hold such special meetings as may be found necessary, which may be called by the Clerk of Council upon the written request of the Mayor or President of Council, or upon the written request of three members of Council. Any such vote or request for the calling of a special meeting shall state the subject or subjects to be considered thereat, and no other subject or subjects shall be considered. Twenty-four hours notice in writing of such special meeting, if called by the Mayor or President of Council or by three members of Council, shall be given to each member of Council and to the Mayor by personal service or by delivery thereof at his or her usual place of residence, but members of Council may waive such notice by their attendance at such special meeting.
