220.17 ORDER OF BUSINESS.
   (a)   The order of business at a meeting of Council shall be as follows:
      (1)   Pledge of Allegiance led by President of Council;
      (2)   Roll call in alphabetical order, to determine the presence of a quorum;
      (3)   Reading of the minutes of the preceding meeting or meetings unless such reading is dispensed with by the consent of two-thirds of the members present. However, in order to dispense with such reading all members shall have received a certified copy of the minutes of the previous meeting from the Clerk of Council on the day before, and it will be mandatory to read the minutes for approval at a following meeting. If no objection is made to the minutes, the same shall be approved.
      (4)   Emergency legislation and reports and communications, from the Mayor, President of Council, Clerk of Council and other City officials, which have been filed with the Clerk of Council not later than 10:00 a.m. on the Saturday preceding the meeting day;
      (5)   Call of the members in alphabetical order so that each may present petitions or communications, or offer original motions, orders, ordinances or resolutions. There shall be no interruption of business under this call. All such petitions, communications, motions, ordinances and resolutions shall be filed with the Clerk of Council not later than 10:00 a.m. on the Saturday preceding the meeting day. The Clerk of Council shall include the same in the calendar of the meeting day, in their order upon the call. Matters not filed with the Clerk of Council and introduced upon such call shall not be read or referred to, but shall be held over until the next meeting to be placed on the calendar and taken up on the regular call of the members, unless leave for immediate consideration is granted by a majority vote of the members present.
      (6)   Second reading of ordinances and resolutions;
      (7)   Third reading of ordinances and resolutions;
      (8)   Reports of the Committee of the Whole;
      (9)   Reports of standing committees (in order, as listed in Section 220.19);
      (10)   Reports of special committees; and
      (11)   Adjournment.
   (b)   Upon motion of any Councilman, the order of business at any meeting may be altered by affirmative vote of two-thirds of the members present.
