220.06 APPEALS FROM DECISIONS OF THE CHAIR.

   The Chair shall preserve decorum and decide all questions of order, subject to appeal to Council. If any member transgresses the rules of Council, the Chair shall, or any member may, call him or her to order and in the latter instance the Chair shall render a decision as to the point of order. In case of an appeal from a ruling of the Chair, the question shall be: "Shall the decision of the Chair stand as the decision of Council." The decision of the Chair shall stand unless overruled by a majority vote of the members of Council present.

220.07 VOTING PROCEDURE.

   When a motion has been made and seconded, it is the duty of the Chair, unless he or she rules it out of order, immediately to state the question before Council for its consideration and action. When the debate appears to have closed (on debatable motions), the Chair shall proceed to put the question. The voting upon any ordinance, resolution or motion shall be by roll call, and the vote of each Councilperson shall be entered upon the Journal of Council proceedings. It shall not be in order for members to explain their votes while the vote is being taken. Roll call shall be taken by the Clerk by rotating the vote on each question with the first person on the previous question being the last person on the current question, beginning in alphabetical order, for each session of Council, except that the President of Council shall always vote last.

220.08 THE CHAIR'S POWER TO VOTE.

   Any member of Council who is serving as Chairperson shall have the same power to vote as other members.

220.09 SEATING ARRANGEMENT.

   The Chairperson shall occupy the center seat at the Council table, with the Mayor on his or her left side and the Law Director on his or her right side.

220.10 ADDRESSING THE CHAIR.

   When about to speak to a question or make a motion, members shall address the Chair as "Mr. (or Madam) President" or "Mr. (or Madam) Chairperson," who shall pronounce the name of the member entitled to the floor. Members addressing Council shall confine themselves to the question under debate and avoid personalities.

220.11 LIMITATION OF DEBATE.

   No member shall be allowed to speak more than once upon any one subject until every member choosing to speak has spoken, nor more than twice upon the same subject, nor for a time longer than five minutes, without leave of Council as expressed by a majority vote of the members present.

220.12 VOTING REQUIRED; INTERPRETATION OF REFUSAL TO VOTE.

   Every member present when a question is put should vote. If for any reason a member of Council refuses to vote or abstains from voting, such refusal or abstention shall not be counted as a vote to the Motion.

220.13 DIVISION OF QUESTION.

   On demand of any member, a question under consideration which covers two or more points shall be divided where the question admits of such division.

220.14 DEMAND FOR ROLL CALL.

   Any member may demand a roll call vote upon any routine question which the Chair may assume approved by general consent, provided the objection is made with reasonable promptness.

220.15 EXCUSAL FROM ATTENDANCE.

   No member shall be excused from attendance at a Council meeting, except upon request to and permission by the President of Council prior to such meeting or by a vote of a majority of the members present.
