220.07 VOTING PROCEDURE.
   When a motion has been made and seconded, it is the duty of the Chair, unless he or she rules it out of order, immediately to state the question before Council for its consideration and action. When the debate appears to have closed (on debatable motions), the Chair shall proceed to put the question. The voting upon any ordinance, resolution or motion shall be by roll call, and the vote of each Councilperson shall be entered upon the Journal of Council proceedings. It shall not be in order for members to explain their votes while the vote is being taken. Roll call shall be taken by the Clerk by rotating the vote on each question with the first person on the previous question being the last person on the current question, beginning in alphabetical order, for each session of Council, except that the President of Council shall always vote last.
