220.01 REGULAR MEETINGS.
   Regular meetings of Council shall be held in the Council Chambers at 7:30 p.m. on the second and fourth Monday of each month, except that in the months of July and August only one meeting shall be held on the second Monday of such months. Whenever a regular meeting falls on a legal holiday, such meeting shall be held in the Council Chambers on Tuesday at 7:30 p.m. Work sessions of Council shall be held at 7:30 p.m. on the Monday preceding the regular Council meeting, except that such meeting will be held on Tuesday whenever the date of a work session falls on a legal holiday. Any items to be placed on the agenda must be submitted to the Clerk of Council to be placed on the regular meeting agenda, work session agenda or special meeting agenda by 12:00 noon on the fourth business day before the meeting. Council may, by a majority vote, change the day and hour of holding any regular or special meeting or work session or adjourn the same to a day and hour determined by a like vote of the members present if constituting a quorum.

220.02 SPECIAL MEETINGS.
   Council shall hold such special meetings as may be found necessary, which may be called by the Clerk of Council upon the written request of the Mayor or President of Council, or upon the written request of three members of Council. Any such vote or request for the calling of a special meeting shall state the subject or subjects to be considered thereat, and no other subject or subjects shall be considered. Twenty-four hours notice in writing of such special meeting, if called by the Mayor or President of Council or by three members of Council, shall be given to each member of Council and to the Mayor by personal service or by delivery thereof at his or her usual place of residence, but members of Council may waive such notice by their attendance at such special meeting.

220.03 ROLL CALL.
   As provided by Charter, the President of Council shall take the Chair at the hour appointed for Council to meet, and immediately shall call Council to order. The roll shall be called by the Clerk of Council, who shall enter in the minutes of each meeting the names of members present thereat. In the absence of quorum at the time appointed for a meeting, the members present may, by a majority vote, take a recess or recesses and cause the Clerk of Council to procure the attendance of absent members.

220.04 TEMPORARY CHAIRPERSON.
   (a)   Council shall elect from among its members, by a majority vote, a Chairperson, Pro Tem who shall act as the temporary chairperson of City Council in the absence of the President of Council. This election shall take place at Council's organizational meeting which shall take place as prescribed by the City Charter.
   (b)   At any meeting of Council during its term, if the President of Council should be absent and the Chairperson, Pro Tem should also be absent or ineligible to vote, then the Clerk of Council shall call Council to order. The Clerk of Council shall call the roll, and if quorum is found to be present, Council shall proceed to elect by a majority vote a temporary Chairperson of the meeting until the appearance of the President of Council or the Chairperson, Pro Tem.

220.05 SUBSTITUTE CHAIRPERSON.
   The Chair, i.e. the President of Council or the temporary Chairperson, may call another member to take his or her place in the Chair, such substitution not to continue beyond adjournment.

220.06 APPEALS FROM DECISIONS OF THE CHAIR.
   The Chair shall preserve decorum and decide all questions of order, subject to appeal to Council. If any member transgresses the rules of Council, the Chair shall, or any member may, call him or her to order and in the latter instance the Chair shall render a decision as to the point of order. In case of an appeal from a ruling of the Chair, the question shall be: "Shall the decision of the Chair stand as the decision of Council." The decision of the Chair shall stand unless overruled by a majority vote of the members of Council present.

220.07 VOTING PROCEDURE.
   When a motion has been made and seconded, it is the duty of the Chair, unless he or she rules it out of order, immediately to state the question before Council for its consideration and action. When the debate appears to have closed (on debatable motions), the Chair shall proceed to put the question. The voting upon any ordinance, resolution or motion shall be by roll call, and the vote of each Councilperson shall be entered upon the Journal of Council proceedings. It shall not be in order for members to explain their votes while the vote is being taken. Roll call shall be taken by the Clerk by rotating the vote on each question with the first person on the previous question being the last person on the current question, beginning in alphabetical order, for each session of Council, except that the President of Council shall always vote last.
