      (3)   Reading of the minutes of the preceding meeting or meetings unless such reading is dispensed with by the consent of two-thirds of the members present. However, in order to dispense with such reading all members shall have received a certified copy of the minutes of the previous meeting from the Clerk of Council on the day before, and it will be mandatory to read the minutes for approval at a following meeting. If no objection is made to the minutes, the same shall be approved.
      (4)   Emergency legislation and reports and communications, from the Mayor, President of Council, Clerk of Council and other City officials, which have been filed with the Clerk of Council not later than 10:00 a.m. on the Saturday preceding the meeting day;
      (5)   Call of the members in alphabetical order so that each may present petitions or communications, or offer original motions, orders, ordinances or resolutions. There shall be no interruption of business under this call. All such petitions, communications, motions, ordinances and resolutions shall be filed with the Clerk of Council not later than 10:00 a.m. on the Saturday preceding the meeting day. The Clerk of Council shall include the same in the calendar of the meeting day, in their order upon the call.
