Following roll call and reading of the minutes of the preceding meeting, or waiver thereof, the business of regular meetings shall commence at the point where the order of business at the preceding meeting was interrupted by the adjournment, unless the order of business is altered as provided in Section 220.17(b), except that for special meetings, the purpose named in the call shall have precedence over any other business.

(a) (1) The following standing committees, consisting of three members each, are hereby authorized. Appointment of members to such committees shall be made by the Chairperson.
A. Finance Committee;
B. Safety Committee;
C. Service Committee;
D. Parks and Recreation Committee;
E. Legal Committee;
F. Economic Development Committee;
(2) Business formerly assigned to Sewers and Drainage Committee, Roads and Highway Committee and Utilities Committee shall be assigned to the newly created Service Committee.
(3) Business formerly assigned to the Properties Committee and matters relating to recycling shall be assigned to the newly created Parks and Recreation Committee.
(4) Business formerly assigned to -the Rules and Regulations Committee and the Human Services Committee shall be assigned to the newly created Legal Committee.
(5) Business formerly assigned to the Industrial Development Committee as well as any project having a substantial impact on the Community as a whole should be assigned to the newly created Economic Development Committee. This Committee shall consist of a member from the Finance, Service and Safety Committees.

(b) The Chairperson may appoint such special committees as he or she deems necessary, provided that matters referred to or pending before a standing committee may not, without consent of its members, be referred to or considered by a special committee.

The President of Council shall preside when Council resolves itself into the Committee of the Whole. These rules of Council shall govern the Committee of the Whole, except that no limit shall be placed on the time or frequency of speaking and except that the previous question cannot be moved. All questions shall be decided by a majority vote of those members present. When such Committee functions, any measure, together with any amendment thereto, reported out, shall receive the immediate consideration of Council unless otherwise ordered placed upon the calendar.
