Sec. 19-1. Definitions.
The definitions applicable to motor vehicles as set out in G.S. 20-4.01 are incorporated by reference and made a part of this Code as if fully set out verbatim.

Sec. 19-2. Obedience to police.
It shall be unlawful for any person to willfully fail or refuse to comply with any lawful order or direction of any police officer given pursuant to this chapter.

Sec. 19-3. Authority of police and firefighters to direct traffic.
Officers of the police department are hereby authorized to direct all traffic of the city in accordance with the provisions of this chapter. In the event of a fire or other emergency or to expedite traffic or safeguard pedestrians, officers of the police or fire department may direct traffic as conditions may require, notwithstanding the provisions of this chapter.

Sec. 19-4. Riding on handlebars, frame or tank of bicycle or motorcycle.
(a)   The operator of a motorcycle or bicycle, when upon a street, shall not carry any other person upon the handlebars, frame or tank of any such vehicle nor shall any person so ride upon any such vehicle.
(b)   Violation of this section shall be an infraction and shall be punishable as provided in N.C. Gen. Stat. § 14-4.

Sec. 19-5. Clinging to moving vehicles.
(a)   No person riding upon any bicycle, motorcycle, coaster, sled, roller skates or any toy vehicle shall attach himself or his vehicle to any moving vehicle upon any roadway.
(b)   Violation of this section shall be an infraction and shall be punishable as provided in N.C. Gen. Stat. § 14-4.

Sec. 19-6. Use of skateboards, roller skates, coasters or toy vehicles on roadways.
(a)   No person upon a skateboard, roller skates or riding in or by means of any coaster, toy vehicle or similar device shall go upon any roadway, except while crossing a street on a crosswalk and except upon streets set aside as play streets when and as authorized by this chapter.
(b)   Violation of this section shall be an infraction and shall be punishable as provided in N.C. Gen. Stat. § 14-4.

Sec. 19-7. Use of skateboards, roller skates or coasters on sidewalks.
(a)   No person shall engage in roller coasting, skate- boarding or roller skating on any sidewalk in a business district.
(b)   Violation of this section shall be an infraction and shall be punishable as provided in N.C. Gen. Stat. § 14-4.
