Sec. 9-263. Expiration and renewal.
(a)   Generally. Each license issued under this article shall expire on June 30 no more than three years following the date of its issuance. Renewal may be made at any time within 30 days before the date of such expiration by submitting to the board the following: (1) The current non-expired license; and (2) Payment of the renewal fee, as listed in the city's fees and charges manual; and (3) fulfilling eight hours of continuing education courses as approved by the North Carolina Board of Examiners for Electrical Contractors (NCBEEC). If licenses are not timely renewed, a fee will be charged for the lapsed license upon renewal. After one year has elapsed without renewing a license, the license applicant shall be subject to reexamination.
(b)   Inactive license. Any journeyman who will be working outside the city limits may turn in their card to the journeyman board of examiners via any electrical inspector and request inactive license status. Returning journeyman will be subject to re-examination. Renewal may be made without re-examination by meeting the continuing education requirement and providing employment verification in the electrical trade for the inactive/lapsed time period.

Sec. 9-264. Suspension or revocation.
Any license issued under this article may, after hearing and/or by special meeting, be suspended or revoked by the board. The license shall be revoked if the person holding such license willfully or by reason of incompetence repeatedly violates any statute of the state or any ordinance or rule or regulation of the city relating to the installation, maintenance, alteration or repair of electrical wiring, devices and equipment. Violations and public complaints shall be documented by the chief electrical inspector and presented to the board for action. It shall be the duty of the board to revoke a license for good and sufficient cause as set forth in this action. Journeymen shall have the right to appeal in writing to the board of adjustment.

ARTICLE VIII. PRECIOUS METAL DEALERS
Sec. 9-400. Police authority regarding criminal history information for applicants for precious metal and special precious metal permits and employees working for dealers required to obtain precious metal permits.
(a)   The police department shall be authorized to seek state access to SBI/DCI Criminal History Record information to obtain criminal history information on all persons applying for a precious metal permits and special precious metal permits so as to assist the chief of police or his designee in determine the suitability of each applicant.
(b)   The police department shall be authorized to seek state access to SBI/DCI Criminal History Record Information to conduct criminal background checks for all employees of dealers required to obtain a precious metal permits in accordance with N.C.G.S. § 66-165 or as amended so as to assist the chief of police or his designee in determine the suitability of each employee.
