The mayor shall on the first Monday in May, and annually on said day, or as soon thereafter as may be convenient, subject to confirmation by the council, appoint officers as follows: chief of police, general superintendent, street commissioner and any other officers that may be deemed expedient who shall each hold their respective positions until the first Monday in May next succeeding their appointment and until their successors be appointed, unless their services should be otherwise dispensed with, except that for good cause the mayor with the approval of the council may remove any of said officers at any time. The officers named in section 1-9-1 of this chapter shall each, before entering upon the duties of their respective offices, give bonds for the faithful performance of their duties as such officers, with good and sufficient security, to be approved by the mayor and council in such sums as the council may require; and shall receive such compensation for their services rendered as the mayor and council shall from time to time provide. (A) Elected Officials, Schedule Of Salaries: The schedule of salaries of the mayor, city treasurer, and city clerk designated below is hereby established for each respective fiscal year as indicated below:

The mayor, treasurer, alderman and city clerk shall receive the sum of seventy-five dollars ($75.00) for each regularly scheduled meeting actually attended; provided, however, that any alderman shall still be entitled to be paid for any meeting not attended if his or her absence is excused by the mayor for good cause shown.
The mayor, treasurer, city clerk and any alderman shall also receive a per diem allowance of seventy-five dollars ($75.00) per day for attending any special committee meetings, special council meetings, or other city conferences, or business authorized by the corporate authorities.
In addition, the city shall reimburse the latter designated officers and aldermen for any necessary travel beyond city hall, or any necessary food and lodging expenses incurred in attending any of the authorized city functions specified herein. Travel mileage shall be reimbursed at the amount allowable per mile by the internal revenue service at the beginning of each fiscal year.
The respective annual salaries of the mayor, city treasurer, city clerk and the aldermen for any particular fiscal year shall be paid on a monthly basis.
(B) Appointed City Officers; Schedule Of Salaries: The schedule of salaries for various appointed city officers and employees shall be as designated below until amended by appropriate action of the corporate authorities of the city as required by law at the time:

The annual salary of all regular, salaried employees listed above (not including the city attorney and zoning officer) will be adjusted on May 1, 2005, according to the consumer price index as described in subsection (C) of this section for hourly employees and the personnel code of the city of Aledo without further action being required by the corporate authorities of the city of Aledo.
(C) Discretionary Range/Rate Differential For Hourly Employees: The hourly rate range (discretionary range) described herein shall be effective for all city hourly paid employees, part time or full time as described, based on gainful experience either within or outside city employment. The range shall be established by the corporate authorities and the same may, from time to time, adjust said range based primarily on the consumer price index as supplied by the U.S. department of labor for urban and clerical workers - United States average. The department head shall first ascertain the appropriate range for a particular employee, either existing or new, based upon experience, and suggest that hourly rate to the corporate authorities for final approval.

The payroll range list above as it relates to all full time hourly employees will be adjusted on May 1, 2005, according to the consumer price index for calendar year 2004, without any further action being required by the corporate authorities of the city of Aledo.
Hourly rate differential pay: Based on the criteria described herein for each department, employees of the city shall receive hourly differentials. Differential rate will be added to the employee's base rate, as described, only when working in that eligible capacity.
1. Part Time Employees: Part time employees shall not be eligible for differential pay.

The treasurer shall receive all monies belonging to the city, and shall keep his books and accounts at all times subject to the inspection of the mayor and council, or any member thereof, and shall also keep a separate account of each fund or appropriation and debits and credits belonging thereto; and he shall at least once each month report to the council a full and detailed account of all receipts and expenditures of the city as shown by his books up to the time of such report, and accurately make out and file with the clerk of the city a full and detailed account of all such receipts and expenditures, and of all his transactions as such treasurer during the preceding fiscal year; and shall do and perform such other duties as are required of him by law and the provisions of this code.
