1-7-1: DUTIES:
The duties of the clerk shall be as follows: (1969 Code)
   (A)   He shall keep his office at the city hall and his office hours shall be from nine o'clock (9:00) A.M., to three o'clock (3:00) P.M., Monday through Friday of each respective week during each respective year, except legal holidays when said office shall be closed. (Ord. 16/76, 2-7-1977)
   (B)   The clerk shall exercise a general supervision over all the officers of the city charged in any manner with the receipt, collection, or disbursement of corporation revenue, and the collection and return of all such revenues to the treasurer. He shall have the charge, custody and control of all deeds, leases, warrants, vouchers, books and papers of any kind, the custody and control of which is not by this code given to any other officers; and he shall, on or before May 15 in each year, and before the annual appropriations to be made by the council, submit to the council a report of his estimates, as nearly as may be, of monies necessary to defray the expenses of the corporation during the current fiscal year. He shall, in said report, class the different objects and branches of expenditures, giving, as nearly as may be, the amount required for each; and for the purpose of making such report, he is authorized to require of all officers their statement of the condition and expenses of their respective offices, or departments, with any proposed improvements and probable expense thereof, all contracts made and unfinished, and the amount of any and all unexpended appropriations of the preceding year. He shall, in such report, show the aggregate income of the preceding fiscal year, from all sources, the amount of liabilities outstanding upon which interest is to be paid, the bonds and debts payable during the year, when due and when payable; and in such report he shall give such other information to the council as he may deem necessary to the end that the council may fully understand the money exigencies and demands upon the corporation for the current year.
The clerk shall attend all meetings of the council and shall keep a full and correct record of all of its proceedings and shall perform all duties which may be required of him by law, and all other duties which, by usage and custom, devolve upon clerks of incorporated bodies. He shall also be authorized to administer oaths.
   (C)   The clerk shall seal and attest all contracts of the city, and all licenses, permits and other documents which require this formality.
   (D)   The clerk shall keep accounts showing all money received by him, and the source and disposition thereof; and such other accounts as may be required by statute or the applicable provisions of this code.
The clerk, upon receipt by him of any money in payment for licenses or permits of any kind or nature whatsoever, shall deposit the money in the treasury in the proper account thereof.
   (E)   In addition to the record of ordinances and other records which the clerk is required by statute to keep, he shall keep a register of all licenses and permits issued, and a record of the payment thereon; he shall keep a record showing all of the officers and regular employees of the city, and such other records as may be required by the council.
   (F)   The clerk shall be the custodian of the city seal and shall affix its impression on documents whenever required.
   (G)   The clerk shall keep and maintain a proper index to all documents and records kept by him, so that ready access thereto and use thereof may be had.
   (H)   He shall keep all records, papers, ordinances, notes and proceedings of the council, and of the city during the recess of the council, and of all elections of city officers. He shall record and index in a book to be kept for that purpose, all ordinances passed by the council, and at the foot of the record of each ordinance so recorded shall make a memorandum of the date of the passage, and of the publication of the ordinance, which record and memorandum, or a certified copy thereof, shall be prima facie evidence of the passage and legal publication of such ordinances for all purposes whatsoever. He shall have all ordinances published immediately after their passage, when required by law so to do.
   (I)   He shall not suffer any records, papers or other writings belonging to the City to be taken out of his office.
   (J)   The Clerk shall be Ex Officio Collector and shall collect all special assessments and special taxes and perform all other duties of the Collector.
   (K)   In addition to the duties herein provided, the Clerk shall perform such other duties and functions as may be required by statute or the provisions of this Code. (1969 Code)
1-7-2: FEES FOR CLERK'S SERVICES:
The Clerk shall charge and receive fees for services pursuant to title 13, "Schedule Of Fees", of this Code. (Ord. 11/2017, 6-5-2017)
