The Mayor shall, within ten calendar days of receipt of the application for permit, grant or deny the permit. If the Mayor affirmatively determines, upon the basis of a review of the application, that the requirements have been met, he shall grant the permit. If the Mayor determines, upon the basis of a review of the application, that any of the requirements have not been met, the Mayor shall notify the applicant that the application for the permit has been denied and shall state the reasons upon which the denial is based. The denial of a permit may be appealed to a city Hearing Officer by filing a written notice of appeal with the City Clerk within 15 days of the denial's issuance. A hearing shall be held in accordance with the provisions in the IHO Ordinance, ROA 1994, Chapter 2, Article 7, Part 8.
