Offenses by minors consists of any person:
(A) Under the age of 21 years exhibiting any fictitious or false registration card, identification card, note, or other instrument for the purpose of consummating any transaction whatsoever within the city, or for the purpose of deceiving or misleading any other person as to the true age of such person;
(B) Under the age of 21 years procuring, buying, purchasing, consuming, constructively or physically possessing or obtaining any alcoholic beverage without the consent of the person's parent or guardian, while in the presence of the parent or guardian or unless the alcoholic beverage is part of a religious ceremony.
