§ 9-1-2-3 PROHIBITED ACTS.
   (A)   It shall be a violation of §§ 9-1-2-1 et seq. for any chemical or drug manufacturer or dispenser to sell to any person Phenylacetic Acid or Methylamine within the city, without having obtained proper identification from the purchaser at the time request for purchase is made. For purposes of this subdivision "proper identification" means a motor vehicle operators license or other official state issued identification of the purchaser which contains a photograph of the purchaser, and includes the residential or mailing address of the purchaser, other than a post office box number.
   (B)   It shall be a violation of §§ 9-1-2-1 et seq. for any chemical or drug manufacturer or dispenser to sell to any person Phenylacetic Acid or Methylamine without the seller having notified the office of the Chief of Police, by certified letter of the proposed sale to the buyer. The notice shall be mailed no later than three working days commencing on the date of request for purchase and shall contain the name and address of the proposed buyer and shall include the amount of Phenylacetic Acid and Methylamine proposed to be sold and shall include the buyers stated purpose for purchasing the Phenylacetic Acid or Methylamine.
   (C)   It shall be a violation of §§ 9-1-2-1 et seq. for any chemical or drug manufacturer or dispenser to sell to any person Phenylacetic Acid or Methylamine, prior to the expiration of a 15 working day period commencing on the mailing date of the notice required in division (B) of this section.
