(A) The Council finds that reports from law enforcement agencies indicate that substantial sales of Phenylacetic Acid and Methylamine are occurring within the city limits; that the above named chemicals are used for purposes of manufacturing perfume products and in a very small amount of food flavoring operations, none of which are known to exist in this city or the state.
(B) The Council further finds that the above named reports indicate that Phenylacetic Acid and Methylamine are a necessary ingredient in the manufacturing of Methamphetamine and P.C.P. said drugs being controlled substances and the use of which is a health hazard and danger to the community.
(C) The Council further finds that the purchase of Phenylacetic Acid and or Methylamine constitutes a sufficient criminal predicate as called for in the Albuquerque Police Department Intelligence Task Force Report of March 17, 1988.
(D) The Council further finds it necessary to encourage the state and county governments as well as any other responsible governmental subdivisions to place greater restrictions on the sale of Phenylacetic Acid and Methylamine.
