No person operating a vehicle which is proceeding either at a speed 10 m.p.h. less than the speed limit; or, in light of the conditions then existing, less than the normal speed of traffic if such traffic is, due to such conditions, traveling less than the speed limit, shall drive such vehicle on any street which has more than two lanes going in his direction in any lane other than in the lane to the extreme right or in any position on a street other than as close as practicable to the right curb or edge of the roadway, except when overtaking and passing another vehicle proceeding in the same direction, or when preparing for a left turn at an intersection or into a private road or driveway, or when directed by an official sign which directs slow moving traffic to use a designated lane and such sign is in place along the roadway.
